As Founder and President of North Star Development, Mark Tippett oversees the company’s strategy and sales operations. Mr. Tippett has extensive corporate finance and business development experience through previous leadership positions in technology firms such as Verizon, Sprint and Hughes Electronics.
Since 2002, Mr. Tippett has lead North Star Development in developing premier projects in the U.S., Dominican Republic, St. Kitts, Jamaica and Panama. The company currently has projects under development that total over $100 million in construction cost with 500 MW of combined power output.
Mr. Tippett received his M.S. through a combined MBA and Engineering program from the University of Maryland, College Park, and his B.S. from George Mason University in Virginia. Tippett also served in the United States Air Force and the United States Army Reserves as a commissioned officer first in the flying program then in the infantry.

Dr. Hoag is a groundwater exploration geologist and former principal of BEAD, LLC and HydroSource Associates, both groundwater exploration and development firms. Having earned a Ph.D. degree in exploration geology and hydrogeochemistry from McGill University in Canada, Dr. Hoag has accumulated over 30 years of experience on over 200 groundwater exploration projects throughout the world. He is the chief architect of a phased, systematic, groundwater exploration programme that has led to an outstanding record of successfully meeting clients’ needs. Dr. Hoag both directs and conducts many aspects of scientific work relating to groundwater exploration, development and protection.
Some of the more unique projects include a groundwater exploration and development projects in Northwest Somalia and Northern Sudan. A contract with British Petroleum South Africa resulted in the development of the first ever hydrogeological map of South Africa, Botswana and Namibia with an accompanying report describing the methodology and sources of data. A similar program was conducted for the State of Falcon, Venezuela where not only was a regional map developed but geophysical surveys were conducted and groundwater supplies developed.
He has directly managed several of HydroSource Associates’ most complex projects and all of BEAD’s projects. Since 2000 he managed projects in Trinidad, Tobago, Antigua, Grenada, Dominica, Montserrat, Nevis and St Kitts. A comprehensive report on the hydrogeological re-assessment of each island of Trinidad and Tobago was produced and subsequent exploration based on that work led to the development of over 19 million gallons per day of new groundwater supplies. HydroSource developed over one million gallons per day of new, potable groundwater for Montserrat under Dr. Hoag’s direction. In 2008 in Nevis 1.5 million gallons per day was put on line. In addition he contracted with West Indies Power to provide the geological and geophysical services necessary to identify the most favorable locations for slim holes in order to define the geothermal potential in Nevis. Dr. Hoag contracted with experienced geothermal geological and geophysical experts and managed a comprehensive geothermal exploration program resulting in the successful delineation of the geothermal resource.
He has published numerous articles on the successful development of groundwater in the Caribbean over the last ten years.
